I think it's best to visit the 99 Steps in the early morning, around 8 AM, when it's cooler and less crowded. You’ll get better photos without a bunch of people in the way!

Make sure to set aside some time to explore the surrounding gardens and trails. I almost missed them and they were a great and peaceful addition to my visit!
