I think early mornings around 9 AM are the best! The crowds are way less intense and the air is cooler for that hill walk up to the Giant Buddha.
My advice is to wear comfy shoes; there's a lot of walking, and the paths can get slippery. I regretted my flip-flops - not ideal at all!
If you plan on staying for the sunset, take your time exploring before 4 PM. The golden hour view from the top is just magical! I wish I had planned better.
