I think you should visit around 4 PM. The sun isn't too harsh, and you can enjoy a gorgeous sunset without the mid-day heat spoiling your fun.

I suggest bringing your own snacks and drinks. The beach vendors can be pricey, and having your own stuff saved me a ton while lounging in the sun.
