I'd suggest visiting in the early morning around 9 AM. The gardens are less crowded, and the light is perfect for photos. Plus, you can enjoy the peaceful atmosphere before the hustle and bustle starts.

my advice is to pack a picnic instead of buying food at the beach. there are nice grassy areas to chill, and i found the beach restaurants to be a bit pricey!
